Lukin and his driver are in a car in Hamburg, Germany, watching some skinhead ne0-Nazi punks kick the snot out of some poor fellow of Pakistani descent.Lukin's agent puts the hurt on the punks, while Lukin argues with the Red Skull, who remains trapped in Lukin's skull. Lukin's man brings one of the punks, a relative of Willie Lohmer, to the car as Lukin lets the Red Skull speak to him through the window.
Some two months later, Steve Rogers is being met at Heathrow airport by Joey Chapman, the civilian identity of the current Union Jack. On the way to Jacqueline Falsworth's (who is the speedster known as Spitfire) London digs, we discover that Joey and Lady Falsworth's romantic relationship has devolved into friendship. Steve brings Jackie and Joey up to speed (no Spitfire joke intended, but hey - accidents happen), with Steve bemoaning Lukin's cleverness - as the man controlling so much money and oil, he's basically made himself untouchable unless he's caught red-handed, and even then... but Cap isn't here in London for Lukin. He's here because Lukin is making an appearance, and Cap feels that there is a decent chance that the Winter Soldier will attempt to assassinate Lukin.
Meanwhile, in another part of England, Bucky Barnes stops a common purse snatcher with a straight-arm, having just read that Lukin will be appearing at the Kronas London HQ grand opening celebration.
The next day, Union Jack, Spitfire, and Captian America sneak around the London docks, secretly boarding a frieghter owned by Kronas.
Meanwhile, in Texas, Roxxon Oil's VP is about to board a plane for London when he and his secretary are shot dead by Crossbones and Sin, who then force the pilot to take them to London instead.
Meanwhile, back on the boat... Cap finds evidence that places Lukin's next plot in Hamburg...but he and Union Jack are discovered, and face off against some of Lukin's men... including Willie Lohmer's nephew, who has been turned into a modern-day incarnation of his late Uncle... the new Master Man!
